Generally, current Federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Generally, current Federal employees employed by a Personnel Demonstration Project may be required to meet time-in-level based on the demonstration project to which they belong (for most Science and Technology Reinvention Laboratories, STRLs, this is one year at the next lower pay band).
