Job Description
This position is located in the Office of Ship Operations, Office of the Deputy Associate Administrator for Federal Sealift, Office of the Associate Administrator for Strategic Sealift, Maritime Administration (MARAD). This position is established to serve as a primary managing field official for all ship operations, repair, conversion, and other industrial projects for assigned ships and/or projects.

Basic Requirements

This series covers technical positions supervising, leading, or performing work involving surveying Government-owned and/or operated vessels, or privately-owned and operated merchant vessels, to determine their condition and the extent of work necessary for the vessels and their components to meet specified requirements. The work requires applying a practical knowledge of: preparing specifications, including estimates of labor and material costs, to cover work determined to be necessary as a result of surveys; and

inspecting and accepting the work accomplished to place the vessel in the condition specified. To meet the minimum qualifications for this position, youmustmeet either the education or experience qualifications for the grade at which you are requesting consideration.

To qualify for the GS-11on Experience,you must have atleast one yearof specialized experience equal or equivalent to the GS-09 grade level in the following:

To qualify for the Grade 11, you must have at least one year of experience equal or equivalent to the GS-9 and it must include: Experience with the administration, acquisition, budgeting, maintenance, repair, operations, contingency planning, and ship management areas on assigned ships.

Experience operating vessels to determine their condition and the extent of work necessary for the vessels and their components to meet specified requirements. To qualify for the GS-11 on Education alone,you must have: Ph.D. or equivalent doctoral degree

3 full years of progressively higher level graduate education leading to such a degree

A LL.M., if related You can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application. To qualify for the Grade 12, you must have at least one year of experience equal or equivalent to the GS-11 and it must include: Experience applying standard marine engineering principles and practices, current professional developments, and established agency policies and procedures. To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12 and it must include: Experience independently performing assignments requiring the application of fundamental principles, concepts, techniques, and guidelines relative to marine surveying. Youcannot qualify on education at this level, youmust have experience.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

Communications and media-Knowledge of the production, communication and dissemination of information and ideas to inform and entertain via written, oral, and visual media.

Attention to detail-Is thorough when performing work and conscientious about attending to detail.

Technical Competence-Uses knowledge that acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues.
